Queensland Building and Construction Commission

A Customer-First Approach to Design and Development

The Queensland Building and Construction Commission (QBCC) regulates the building industry throughout Queensland, providing information and advice to ensure the maintenance of proper building standards and remedies for defective building work. They required a new content management system and updated design as part of an ongoing evolution of their digital presence.


With an aim to provide the best customer service possible, in addition to SharePoint as the content management system for the public-facing website, the Commission was committed to taking a customer-first approach to web design and development.

The Commission worked with Strategic Project Partners (SPP) to define the basic requirements for the new site and CMS. Having previously worked with PreviousNext and Drupal, SPP recommended using the aGov distribution in order to get a new site up quickly.


Setting out with a very ambitious timeline, QBCC wanted the site live within three months of the project commencement. Using aGov (an open source Drupal distribution developed by PreviousNext for Australian Government organisations) as the basis for the build enabled PreviousNext to develop the site within such a tight timeframe.

While SPP designed the information architecture, PreviousNext produced the visual design and the project also involved integration work with external QBCC systems such as Licence Search. In addition to developing the public content, PreviousNext developed a parallel information architecture for QBCC support and customer service staff, enabling users who are logged in to view and search for content that is not able to be viewed or accessed by the public.


The new site was launched at in June 2014. Since then, PreviousNext has been working with the Queensland Buiding and Construction Commmission to continually improve the platform, including a visual redesign in mid-2015.
